NOTE:It has been known for the left hand navigation Menu to disappear when selecting a section
to view, and only the browsers Back button will go back to it. This phenomena occurrs in many browsers.
A solution I have found is to shut down your browser and then re-open it before navigating the site,
this seems to have the effect of negating this strange problem. Possibly some cache issue.

This Website uses Frames, Tables and basic HTML.
It is done so to ensure speed of loading and maximum compatability with older systems.
There is no Java,CSS or any other involved stuff to slow it down.
